Why this phrase

Textbook vs Real. Kōfuku is the diner with a half-finished plate. Hana is staff. He asks 「パックにできますか」. Yes is a box. No is often 「衛生上できません」, especially sushi and raw food, and that is a normal answer, not a scolding. Do not teach that Japan will always pack leftovers.
