Why this phrase
At the luggage counter, 「着払い」 looks like you pay when the bag arrives. It bills the receiver. Forward a suitcase to the next hotel that way, and the hotel gets the charge or refuses the bag. 「元払い」 means you pay now, before it leaves. Kofuku is the traveler with the suitcase. Hana is the friend in line who has done this before. She shows him the box. He tells the clerk.
