Did you catch that? JR's in-between word. 「運休」 means cancelled. 「遅れ」 means late. 「見合わせ」 means they have paused and are waiting: wind, a person on the tracks, a signal. The board often still lists the train, so tourists stand for hours. Train the ear on 「運転を見合わせております」. You do not need to say this line. You need to catch 「見合わせ」.
