Why this phrase

A clothing shop till. Kōfuku plays the customer holding trousers ten centimetres too long, Hana plays the shop staff. Buy bottoms at a place like Uniqlo or GU and they hem them for you, often free, sometimes a few hundred yen, and often in about half an hour. Kōfuku asks 「これ、裾上げできますか？」 and Hana answers 「はい、できます。三十分ほどかかります。」 Keep it honest: a hand-finished hem or a busy store can mean next day, and trousers bought somewhere else go to an alteration shop for a fee.
