Why this phrase

Kofuku has a tattoo, or kids, or wants a private soak. Hana is onsen staff. A lot of places that ban tattoos in the public bath still rent a 「家族風呂」 by the hour. Ask 「家族風呂はありますか」. Distinct from asking if tattoos are allowed in the main bath (tourist-tattoo-onsen-ok) and from izakaya private rooms (tourist-kashikiri).
