Why this phrase
Kofuku is the tourist who missed a Yamato or Japan Post drop. Hana is the clerk walking him through the slip. Scene: a konbini counter or post office with a 不在票. Target line 「再配達をお願いします」 claims a redelivery instead of waiting for a driver who will not return.
