Why this phrase

The konbini by Shibuya Station will sell you the can. On the designated streets around the station, drinking outside is banned every night from 6pm to 5am. Halloween 2026 (Oct 30-31) adds security and asks shops to stop selling alcohol after 6pm on the 31st. The ban is the sign, not a fine you can talk your way out of. The rescue is: don't open it there. Kofuku is alone with the can and the sign.
