The Taxi Hasn't Moved.
To say the taxi's starting fare in Japanese, say 初乗り (hatsunori).
You haven't moved, and the meter already shows a fare.

- これは初乗りです。 Kore wa hatsunori desu. This is the starting fare.
- これは初乗りです。 Kore wa hatsunori desu. This is the starting fare.
Why this phrase
初乗り is the base fare that appears the moment the driver starts the meter. It covers the first stretch of the ride. It is not a charge for sitting still, and it is not a scam. Do not name a yen amount: cities differ, and Tokyo changed the included distance again on 20 April 2026. This is not the 回送 video. That roof sign means the cab is not in service.
